THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his earlier request for award of the Combat Medical Badge (CMB).

2.  The applicant states:

* he wants to be awarded the CMB for performing his duties in Vietnam while under fire
* the medics he served with and the one he replaced received CMB's
* he did not learn the CMB was awarded to medics in his platoon until 2010
* he was in combat and he performed his duties while under fire

3.  The applicant provides three pages from a book titled, Search and Destroy, about an armored cavalry squadron in Vietnam in August 1968.  He also provides documentation which was previously considered by the Board.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100008561 on 26 August 2010.

2.  He provides three pages from a book titled, Search and Destroy, about an armored cavalry squadron in the battle of Tam Ky in Vietnam on 24 August 1968.  This is new evidence which will be considered by the Board.

3.  He enlisted in the Regular Army on 8 June 1966 for a period of 3 years.  He was awarded military occupational specialty (MOS) 91C (clinical specialist).  His DA Form 20 (Enlisted Qualification Record) shows he served in MOS 91C while assigned to Company C, 25th Medical Battalion, in Vietnam from 11 December 1967 to 5 January 1968.  He was assigned to Headquarters and Company A, 23rd Medical Battalion, in Vietnam from 6 January to 5 June 1968.  He was assigned to Headquarters and Headquarters Company, 1st Battalion, 46th Infantry, in Vietnam from 6 to 23 June 1968.  He was assigned to Headquarters and Headquarters Troop, 1st Squadron, 1st Cavalry, in Vietnam from 24 June to 26 November 1968.  On 6 June 1969, he was released from active duty and transferred to the U.S. Army Reserve Control Group (Annual Training) to complete his remaining service obligation.

4.  Army Regulation 600-8-22 (Military Awards) states the CMB is awarded to medical department personnel (colonel and below) who are assigned or attached to a medical unit of company or smaller size that is organic to an infantry unit of brigade, regimental, or smaller size which is engaged in active ground combat.  Battle participation credit is not sufficient; the infantry unit must have been in contact with the enemy and the Soldier must have been personally present and under fire during such ground combat.

DISCUSSION AND CONCLUSIONS:

1.  He requests award of the CMB and he provided new evidence about an armored cavalry squadron in Vietnam.

2.  Although the evidence of record shows he held a medical specialty, there is no evidence of record which shows he was assigned or attached to a medical unit of company or smaller size that was organic to an infantry unit of brigade, regimental, or smaller size that was engaged in active ground combat in Vietnam.  Regrettably, there is insufficient evidence on which to award of the CMB in this case.
