Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that a DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty) be issued to correct the omission of foreign service during the period 13 January to 8 February 1986 in block 12f (Foreign Service) of his DD Form 214 for the period ending 31 January 2008. 2. He states foreign service was omitted from his Officer Record Brief (ORB) and his DD Form 214 for the period ending 4 January 1990 and subsequently not entered on his most recent DD Form 214. 3. He provides two DD Forms 214, a DD Form 215, a DD Form 1610 (Request and Authorization for TDY Travel of DOD Personnel), a DD Form 1351-2 (Travel Voucher or Subvoucher), and an ORB. CONSIDERATION OF EVIDENCE: 1. The applicant was appointed an officer in the Army National Guard (ARNG) effective 14 May 1984. He transferred to the U.S. Army Reserve on or about 26 January 1985 and entered active duty. On 4 January 1990, he was released from active duty. On 8 January 1990, he was appointed in the ARNG. He entered active duty as a member of the ARNG on 3 June 1990 and served until his retirement on 31 January 2008. 2. His DD Form 214 for the period 26 January 1985 to 4 January 1990 shows no foreign service in item 12f. 3. His DD Form 214 for the period 3 June 1990 to 31 January 2008, as amended by a DD Form 215, also shows no foreign service in item 12f. 4. He provides a DD Form 1610 showing a request was submitted for authorization of his temporary duty travel to train with the 1st Engineer Battalion, Reforger, during the period 3 January to 17 February 1986 at Fort Riley, KS. The form shows he was not authorized bachelor officer's quarters during the period 11 January to 8 February 1986 because he was to be "on a Reforger" and in field conditions. 5. He provides a DD Form 1351-2 showing he arrived in Germany on 13 January 1986 and departed on 8 February 1986. 6. The ORB he provides shows no overseas duty. 7. Army Regulation 635-5 (Personnel Separations - Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states the DD Form 214 is a synopsis of the Soldier’s most recent period of continuous active duty. 8. Army Regulation 635-5 also states, in pertinent part, for item 12f to enter the total amount of foreign service completed during the period covered in block 12c (Net Active Service this Period). DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant had no foreign service during his active duty from 3 June 1990 to 31 January 2008. The DD Form 214 covering this period correctly shows no foreign service in item 12f. 2. He did complete 27 days of foreign service during his period of active duty from 26 January 1985 to 4 January 1990. Therefore, he is entitled to correction of item 12f of the DD Form 214 covering this period to show 27 days of foreign service. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by issuing a DD Form 215 to make the following corrections to item 12f of his DD Form 214 for the period ending 4 January 1990: * delete "00 00 00" * add "00 00 27" 2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.
