THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he completed the 19K1O OSUT [One Station Unit Training] M1A1 Abrams Armor Crewman Course. 2. He states that he met all the requirements and completed the M1A1 Abrams Armor Crewman Course, but the day before graduation, he fractured his left hip on the last company run and he was hospitalized for surgery. 3. He provides: * his DD Form 214 * a DD Form 215 (Correction to DD Form 214) * a DA Certificate of Training for completing the 19K OSUT course * a memorandum from the 2nd Battalion, 81st Armor Regiment * a memorandum from the U.S. Army Armor Center, Fort Knox, KY * a memorandum from the U.S. Army Human Resources Command, Fort Knox * two DA Forms 705 (Army Physical Fitness Test Scorecard) CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 30 December 2008 and he successfully completed basic and advanced individual training in military occupational specialty (MOS) 19K. 2. On 29 October 2009, he was honorably discharged under the provisions of Army Regulation 635-40 (Physical Evaluation for Retention, Retirement, or Separation), chapter 4, by reason of disability with severance pay/non-combat related. Item 14 (Military Education) of his DD Form 214 shows the entry "NONE//NOTHING FOLLOWS." 3. He submitted a course completion certificate that shows he completed the 19K1O (OSUT) - M1A1 Abrams Armor Crewman Course, Class 002 during the period 9 January 2009 through 24 April 2009, which equated to 15 weeks of training. 4. A DD Form 215, dated 15 July 2010, was issued to him that corrected item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 by adding the National Defense Service Medal and the Army Service Ribbon. 5. In the processing of this case, on 2 March 2011, a staff member of the Board asked a representative of the U.S Army Armor Center, Fort Knox to verify if the applicant successfully completed the course in question. The Fort Knox representative confirmed the applicant did complete the course although he fell and injured his hip during graduation week of 24 April 2009. 6. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states for item 14 (Military Education), list in-service training course; title, number of weeks, year successfully completed during this period of service; e.g., medical, dental, electronics, supply, administration, personnel, or heavy equipment operations. This information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed. DISCUSSION AND CONCLUSIONS: The evidence of record shows the applicant completed the 19K1O M1A1 Abrams Armor Crewman Course on 24 April 2009 at Fort Knox. However, his 19K1O M1A1 Abrams Armor Crewman Course was a training course for combat skills, making it ineligible for entry on his DD Form 214. Therefore, there is no basis for granting the applicant's requested relief. Notwithstanding the staff DISCUSSION AND CONCLUSIONS above, the Board believed that the M1A1 Abrams Armor Crewman Course should be added to the applicant's DD Form 214 as a matter of equity. If by regulation it is not authorized to be added to item 14 of his DD Form 214, it should be added to item 18 (Remarks). 2. Therefore, the Board determined that the evidence presented was sufficient to warrant a recommendation for relief.
