THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect his foreign service. 2. The applicant states that he went to war from October 2006 to December 2007 and he desires his records to reflect that service. 3. The applicant provides a copy of his deployment orders and instructions. CONSIDERATION OF EVIDENCE: 1. He enlisted in the Regular Army on 7 July 2005 for a period of 3 years and 35 weeks and training as an armament repairer. He completed his training and was transferred to Fort Bliss, Texas. 2. On 31 October 2006, he deployed to Iraq/Kuwait. He was advanced to pay grade E-4 on 1 July 2007. He departed Iraq on 7 December 2007 after having served 1 year, 1 month, and 7 days of foreign service and participation in two campaigns. 3. On 8 March 2009, he was honorably released from active duty due to completion of required service. He completed 3 years, 8 months, and 2 days of total active service and his DD Form 214 reflects 0000 years, 00 months, and 00 days in block 12f (Foreign Service). There is no statement in block 18 (Remarks) indicating the period of his deployment. 4. Army Regulation 635-5 (Separation Documents) serves as the authority for the preparation of the DD Form 214. It provides that an entry will be made in the remarks section of the DD Form 214 to reflect the country in which a Soldier deployed and the period of deployment. 5. Army Regulation 600-8-22 (Military Awards) states the Global War on Terrorism Service Medal (GWOTSM) is authorized for award to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the areas of eligibility designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the GWOTSM. 6. Army Regulation 600-8-22 states the Iraq Campaign Medal (ICM) is awarded to members who served in direct support of Operation Iraqi Freedom (OIF). The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The ICM period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. DISCUSSION AND CONCLUSIONS: 1. The applicant served in Kuwait/Iraq from 31 October 2006 to 7 December 2007 for a period of 1 year, 1 month, and 7 days of foreign service. Accordingly, he is entitled to have that information entered on his DD Form 214 in the appropriate blocks. 2. He is also entitled to be awarded the GWOTSM and the ICM with two bronze service stars to denote his campaign participation in Iraq and to have them added to his records as well. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: * showing he served 1 year, 1 month, and 7 days of foreign service in block 12f of his DD Form 214 * adding the GWOTSM and the ICM with two bronze service stars to block 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 * adding the statement "SERVICE IN KUWAIT/IRAQ FROM 20061031-20071207" to block 18 of his DD Form 214 2. The Board wants the applicant and all others to know the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated.
