Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of an erroneous and revoked order for the Army Good Conduct Medal (3rd Award) from his Official Military Personnel File (OMPF) contained in the interactive Personnel Electronic Records Management System (iPERMS). 2. The applicant states he was erroneously awarded the 3rd award of the Army Good Conduct Medal on 8 November 2004. Although it has since been revoked and a proper 3rd award of the Army Good Conduct Medal was entered in his record, he believes that this could lead to confusion. 3. The applicant provides copies of the erroneous award order, the revocation order, and the correct order awarding him the Army Good Conduct Medal (3rd Award). CONSIDERATION OF EVIDENCE: 1. The applicant, a career Regular Army (RA) noncommissioned officer, had a break in service from 12 February 2002 through 6 August 2002. 2. On 7 August 2002, he reenlisted in the RA for a period of 3 years. On 16 September 2004, he reenlisted for a period of 6 years. 3. On 8 November 2004, Permanent Order Number 292-1, issued by 1st Squadron, 10th U.S. Cavalry Regiment, 2nd Brigade, 4th Infantry Division, Fort Hood, TX, erroneously awarded him the Army Good Conduct Medal (3rd Award) for the period 3 November 2000 to 2 November 2004, which included his period of break in service. 4. This order was revoked by Permanent Orders 240-906, issued by Headquarters, U.S. Army Garrison, Fort Sam Houston, TX, dated 28 August 2007. 5. Permanent Orders 240-907, issued by the same headquarters, dated 28 August 2007, awarded him the Army Good Conduct Medal (3rd Award) for the period 7 August 2002 to 6 August 2005 based upon the 3-year period since his August 2002 reenlistment. He has since been awarded a 4th award of the Army Good Conduct Medal. 6. The erroneous order and the associated revocation orders are currently filed in the applicant's OMPF in iPERMS. 7. Army Regulation 600-8-104 (Military Personnel Information Management/ Records), Table 2-1 (Composition of the OMPF), provides that award orders are filed in the commendatory and disciplinary portion of the OMPF. This regulation also provides that once filed, such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the Army Board for Correction of Military Records (ABCMR). DISCUSSION AND CONCLUSIONS: 1. Corrected orders were issued for the applicant's 3rd award of the Army Good Conduct Medal. 2. The erroneous orders and revocation were the result of an administrative error. These orders hold no historical value in documenting the applicant's military career. Therefore, it would be appropriate to remove these orders from the applicant's OMPF.
