THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the title of his military occupational specialty (MOS) as personnel information system management specialist.

2.  The applicant states the title of his MOS on his DD Form 214 is incorrect.  The incorrect entry causes a misunderstanding of his qualifications and training.

3.  The applicant provides a copy of his DD Form 214.

COUNSEL'S REQUEST, STATEMENT AND EVIDENCE:

1.  Counsel requests correction of the applicant's DD Form 214 to show his correct MOS title. 

2.  Counsel states it is appropriate to correct the terminology on the DD Form 214.

3.  Counsel provides a copy of a training guide listing the correct title of MOS 75F as personnel information system management specialist.

CONSIDERATION OF EVIDENCE:

1.  Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice.  This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant’s failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so.  While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant’s failure to timely file.  In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.

2.  The applicant served in the Regular Army from 18 May 1982 through 16 May 1985.

3.  He completed the personnel information system management specialist course on 29 September 1982 and he was awarded MOS 75F.

4.  The DD Form 214 incorrectly lists the applicant's MOS as personnel information management specialist.  Item 14 (Military Education) of his DD Form 214 also lists this course with this title.

5.  Army Regulation 635-5 (Personnel Separations - Separation Documents), in effect at the time, prescribed the separation documents that would be furnished each individual separated from the Army and established standardized procedures for the preparation and distribution of these documents.  The purpose of a separation document is to provide the individual with documentary evidence of his/her military service.  It is a vital record for interested Government agencies which assist the veteran in obtaining the rights and benefits to which he/she is entitled.  Therefore, it is important that information entered is complete and accurate.  It also established standardized policy for the preparation of the DD Form 214.  It stated, in effect, that for item 11 (Primary Specialty Number, Title, and Years and Months in Specialty), enter the MOS codes, titles, years, and months for warrant officers and enlisted personnel.

6.  Department of the Army Pamphlet 611–201 (Personnel Selection and Classification Military Occupational Classification and Structure), in effect at the time, shows the proper title for MOS 75F was personnel information system management specialist.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends the title of his MOS on his DD Form 214 is incorrect.  The incorrect entry causes a misunderstanding of his qualifications and training.

2.  The DD Form 214 omitted the word "system" from the MOS title.  Therefore, it would be appropriate to correct this error by showing the MOS title as personnel information system management specialist.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from item 11 and item 14 of his DD Form 214 the entry "…Personnel Information Management Specialist…" and replacing it with the entry "…Personnel Information System management Specialist…."
