THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Meritorious Service Medal (MSM) and the Overseas Service Ribbon (OSR). He also requests, in effect, additional skill identifier (ASI) 2B be shown in item 11 (Primary Specialty) on his DD Form 214. 2. The applicant states: * The OSR and ASI 2B were overlooked and not added to the current DD Form 214 * His MSM was not presented to him until a week after he had signed out on terminal leave 3. The applicant provides: * DD Form 214 * Orders and DA Form 638 (Recommendation for Award) for the MSM * Orders for the Air Assault Badge and ASI 2B * Statement of Wartime Service CONSIDERATION OF EVIDENCE: 1. The applicant was commissioned a second lieutenant, Infantry, and entered active duty on 11 November 2002. He served in Afghanistan from 23 January 2007 to 22 January 2008 and was honorably discharged on 31 December 2009. 2. Item 11 on the applicant's DD Form 214 shows the entry "11A 5P INFANTRY - 6 YRS 6 MOS//NOTHING FOLLOWS." His DD Form 214 does not show the MSM or OSR as authorized awards. 3. Orders, dated 17 October 2004, show the applicant received the Air Assault Badge and ASI 2B for successful completion of the standard Air Assault Course. 4. The applicant provided a Statement of Wartime Service, dated 1 January 2008, which states, in pertinent part, he served the required period of service in the Central Asian Combined Joint Operations Area in support of Operation Enduring Freedom for award of the OSR. 5. Headquarters, Joint Readiness Training Center and Fort Polk General Permanent Orders 314-151, dated 10 November 2009, show the applicant received the MSM for the period 3 March 2008 to 31 December 2009. 6. Army Regulation 600-8-22 (Military Awards) states the Overseas Service Ribbon was established by the Secretary of the Army on 10 April 1981. Effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award for successful completion of overseas tours. 7. According to the Awards Branch at U.S. Army Human Resources Command, Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense. Soldiers who serve 11 cumulative months in a 24-month period or 9 months continuous in Iraq or Afghanistan get credit for a completed short tour. DISCUSSION AND CONCLUSIONS: 1. Orders show the applicant received the MSM. Therefore, his DD Form 214 should be corrected to show this medal. 2. Based on the applicant's service in Afghanistan, he is eligible for one award of the OSR. Therefore, his DD Form 214 should be corrected to show the ribbon. 3. Evidence of record shows he was awarded ASI 2B on 24 August 2004 and his DD Form 214 properly reflects his MOS but fails to reflect this ASI in item 11. Therefore, his DD Form 214 should be amended to show ASI 2B in item 11.
