Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the Presidential Unit Citation (PUC) be added to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge). 2. The applicant states he served in the 37th Medical Company in support of A Troop, 1st Squadron, 11th Armored Combat Regiment (1/11th ACR). 3. The applicant provides a newspaper article concerning President Obama awarding A Troop, 1/11th ACR the PUC. CONSIDERATION OF EVIDENCE: 1. The applicant’s military records show that he was inducted in the Army on 3 July 1969, was awarded the military occupational specialty of medical specialist, served in Vietnam from 5 December 1969 to 4 December 1970, and was promoted to pay grade E-5. While in Vietnam the applicant served as a litter bearer with the 37th Medical Company from 8 December 1969 to 6 May 1970, and then as a troop aid man with Headquarters and Headquarters Troop (HHT), 1/11th ACR. 2. The applicant was honorably released from active duty on 2 July 1971. 3. The applicant's DD Form 214 has already been amended twice by the issuance of two DD Forms 215 (Correction to DD Form 214) on 30 December 1999 and 25 October 2004. 4. Department of the Army Pamphlet 672-3, Unit Citation and Campaign Participation Credit Register, shows that the 1/11th ACR was awarded the PUC for the period 11 May to 2 June 1968 by Department of the Army General Order 45, dated 1969. 5. Army Regulation 635-5 (Separation Documents), then in effect, stated that a DD Form 214 may be reissued only when: a. directed by proper appellate authority, Executive Order, or by the Secretary of the Army; b. it is determined that the corrections to be made will not fit with the correction block of a single DD Form 215; c. two DD Forms 215 have been issued and an additional correction is required; or d. the character of service is to be changed. 6. Army Regulation 635-5, then in effect, directed, in pertinent part, that when a DD Form 214 is administratively issued or reissued the entry: “DD Form 214 administratively issued/reissued on (date).” is to be made on all copies unless the appellate authority, Executive Order, or the Secretary of the Army directive specifies otherwise. DISCUSSION AND CONCLUSIONS: 1. Department of the Army Pamphlet 672-3 confirms the applicant's unit was awarded the PUC when he was assigned to that unit. As such, he is entitled to have that unit citation added to his DD Form 214. 2. However, since the applicant has already been issued two DD Forms 215 for his DD Form 214, he must be issued a new DD Form 214. 3. In view of the foregoing, it would be appropriate to correct the applicant's records as recommended below.
