THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending on 2 September 2008 to show two awards of the National Defense Service Medal, two awards of the Global War on Terrorism Service Medal, and two awards of the Armed Forces Reserve Medal with "M" device. 2. The applicant states that there is a discrepancy between what is shown on this DD Form 214 and his previous awards. The DD Form 214 shows all three awards. However, additional information verifies that each award has been awarded twice, once for his service in Bosnia in 2003 and the second time following his service in Kosovo in 2008. 3. The applicant provides the following additional documentary evidence in support of his request: * A copy of his DD Form 214, dated 2 September 2008 * A copy of a memorandum, dated 28 May 2003, Subject: Record of Deployment to Operation Joint Forge 2003 * A copy of a memorandum, dated 12 November 2004, Subject: Global War on Terrorism Service Medal * A copy of a memorandum, dated 8 January 2008, Subject: Global War on Terrorism Service Medal * A copy of a certificate, dated 16 September 2003, award of the National Defense Service Medal * A copy of a memorandum, dated 8 January 2008, Subject: Awarding of National Defense Service Medal * A copy of a certificate, dated 16 September 2003, award of the Armed Forces Reserve Medal * A copy of a memorandum, dated 8 January 2008, Subject: Armed Forces Reserve Medal with "M" device CONSIDERATION OF EVIDENCE: 1. The applicant's records show he enlisted in the Missouri Army National Guard (MOARNG) on 29 January 1999. He subsequently entered active duty for training (ADT) on 10 March 1999 and completed training and he was awarded military occupational specialty 51B (Carpentry and Masonry Specialist). He was honorably released from ADT on 22 July 1999 to the control of his ARNG unit. 2. He was honorably discharged from the ARNG on 17 August 2001 for the purpose of accepting an appointment as a commissioned officer. 3. He was appointed as a second lieutenant in the MOARNG and executed an oath of office on 18 August 2001. He subsequently entered ADT and completed the Intelligence Officer Tactical Course. He was released from ADT on 27 March 2002. He was promoted to first lieutenant on 18 August 2003. 4. He was ordered to active duty on 1 December 2002 in support of Operation Enduring Freedom/Joint Forge and subsequently served in Germany and Bosnia from 26 January 2003 to 17 September 2003. He was honorably released from active duty on 20 October 2003 to the control of his ARNG unit. 5. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 ending on 20 October 2003 shows the Army Commendation Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, Armed Forces Reserve Medal with "M" Device, Army Service Ribbon, and NATO Medal. 6. On 30 December 2005, he was promoted to captain, and on 18 October 2006, he was ordered to active duty in support of Regional Intelligence Analysis. He was honorably released from active duty on 14 April 2007. 7. Item 13 of his DD Form 214 ending on 14 April 2007 shows the Army Commendation Medal, Joint Service Achievement Medal (2nd Award), Army Achievement Medal (2nd Award), National Defense Service Medal, Armed Forces Expeditionary Medal, Global War on Terrorism Service Medal, Humanitarian Service Medal, Army Service Ribbon, Armed Forces Reserve Medal, Army Reserve Component Overseas Training Ribbon (2nd Award), Armed Forces Reserve Medal with "M" Device, and NATO Medal. 8. On 18 July 2007, he was ordered to active duty in support of Operation Enduring Freedom and subsequently served in Germany and Kosovo from 12 September 2007 to 8 July 2008. He was honorably released from active duty on 2 September 2008 to the control of his ARNG unit. 9. Item 13 of his DD Form 214 ending on 2 September 2008 shows the Army Commendation Medal (2nd Award), Joint Service Achievement Medal (2nd Award), Army Achievement Medal (2nd Award), Army Reserve Components Achievement Medal (2nd Award), National Defense Service Medal, Armed Forces Expeditionary Medal, Global War on Terrorism Service Medal, Kosovo Campaign Medal, Humanitarian Service Medal, Army Service Ribbon, Overseas Service Ribbon (2nd Award), Army Reserve Component Overseas Training Ribbon (2nd Award), Armed Forces Reserve Medal with "M" Device, and NATO Medal (2nd Award). 10. On 2 March 2009, he was again ordered to active duty for operational support (ADOS) to serve as an electronic warfare integrator with the Combined Arms Center, Fort Leavenworth, KS. He was honorably released from active duty to the control of his ARNG unit on 1 March 2010. 11. Item 13 of his DD Form 214 ending on 1 March 2010 shows the Army Commendation Medal (3rd Award), Joint Service Achievement Medal (2nd Award), Army Achievement Medal (2nd Award), Army Reserve Components Achievement Medal (2nd Award), National Defense Service Medal, Armed Forces Expeditionary Medal, Global War on Terrorism Service Medal, Kosovo Campaign Medal, Humanitarian Service Medal, Army Service Ribbon, Overseas Service Ribbon (2nd Award), Army Reserve Component Overseas Training Ribbon (2nd Award), Armed Forces Reserve Medal with "M" Device, and NATO Medal (2nd Award). 12. He submitted the following documents: a. A copy of a memorandum, dated 28 May 2003, showing he served in Bosnia from 12 February 2003 to 13 September 2003 and he was authorized the Armed Forces Reserve Medal, Armed Forces Expeditionary Medal, NDR (unknown), and NATO Medal. b. A copy of a memorandum, dated 12 November 2004, showing award of the Global War on Terrorism Service Medal for participation in or service in support of the global war on terrorism operations outside the designated area of operation. c. A copy of a memorandum, dated 8 January 2008, awarding him the Global War on Terrorism Service Medal for service in support of Operation Enduring Freedom (Kosovo Forces 9). d. A copy of a certificate, awarding him the National Defense Service Medal in recognition of his support to the Peace Stabilization Force Mission in Bosnia-Herzegovina, Operation Joint Forge, from 22 February 2003 to 16 September 2003. e. A copy of a memorandum, dated 8 January 2008, awarding him the National Defense Service Medal for service in support of Operation Enduring Freedom (Kosovo Forces 9). f. A copy of a certificate, awarding him the Armed Forces Reserve Medal in recognition of his support to the Peace Stabilization Force Mission in Bosnia-Herzegovina, Operation Joint Forge, from 22 February 2003 to 16 September 2003. g. A copy of a memorandum, dated 8 January 2008, awarding him the Armed Forces reserve Medal with "M" Device for service in support of Operation Enduring Freedom (Kosovo Forces 9). 13. Army Regulation 600-8-22 (Military Awards) provides for the following awards: a. The Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism operations outside of the designated areas of eligibility, on or after 11 September 2001 to a future date to be determined. Service members must be assigned, attached, or mobilized to a unit supporting designated operations for 30 consecutive days or for 60 nonconsecutive days, or meet one of the following criteria: (1) Initial award of the Global War on Terrorism Service Medal is limited to airport security operations (from 27 September 2001 through 31 May 2002) and Soldiers who supported Operations Noble Eagle, Enduring Freedom, and Iraqi Freedom, or (2) all Soldiers on active duty, including Reserve Component Soldiers mobilized, or National Guard Soldiers activated on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal. Only one award of the Global War on Terrorism Service Medal may be authorized to any individual; therefore, second and subsequent awards will not be awarded (emphasis added). b. The National Defense Service Medal is awarded for honorable active service for any period between 27 July 1950 and 27 July 1954, 1 January 1961 and 14 August 1974, 2 August 1990 and 30 November 1995, and 11 September 2001 and a date to be determined. Second and subsequent awards of the National Defense Service Medal are denoted by a bronze service star affixed to the National Defense Service Medal. A second or third award of the National Defense Service Medal is authorized for Soldiers who served in one or more of the four time periods listed above. c. The Armed Forces Reserve Medal is awarded for honorable and satisfactory service as a member of one or more of the Reserve Component of the Armed Forces of the United States for a period of 10 years. The Ten-year Device (hourglass with Roman numeral "X") is authorized for wear on the Armed Forces Reserve Medal to denote each succeeding 10-year period of Reserve Component service. The first 10 years is denoted by a bronze hourglass, the second 10-year period of Reserve Component service is denoted by a silver hourglass and the third by a gold hourglass. No more than one Armed Forces Reserve Medal may be awarded to any one person. d. The "M" Device is authorized for wear on the Armed Forces Reserve Medal by members of the Reserve Components who are called or who volunteer and serve on active duty in support of specific U.S. military operations or contingencies designed by the Secretary of Defense, as defined in section 101(A)(13) of Title 10, U.S. Code. When a member qualifies for the "M" Device, the Bronze "M" will be awarded, positioned on the ribbon and medal, and a number will be included on the ribbon and medal. Multiple periods of service during one designated contingency (under provisions of service in a regular component of the Armed Forces) will count as one "M" Device award. If no hourglass is authorized, the "M" device will be positioned in the center of the ribbon, followed by Arabic numerals indicating the number of times the device has been awarded, starting with the second award, no number is worn for the first award. DISCUSSION AND CONCLUSIONS: 1. The applicant contends that his DD Form 214 for the period ending on 2 September 2008 should be corrected to show two awards for each of the National Defense Service Medal, the Global War on Terrorism Service Medal, and the Armed Forces Reserve Medal with "M" Device. 2. With respect to the National Defense Service Medal, the applicant entered military service on 29 January 1999 and served continuously as a member of the ARNG or on active duty to the present. Since his entry into military service, the National Defense Service Medal has been awarded for honorable active service from 11 September 2001 to a date to be determined. He has not served in more than one of the time periods for which this award is authorized. Therefore, he is not entitled to a second award of the National Defense Service Medal. 3. With respect to the Global War on Terrorism Service Medal, again, he entered military service on 29 January 1999 and served continuously as a member of the ARNG or on active duty to the present. By regulation, only one award of the Global War on Terrorism Service Medal may be authorized to any individual. A second or a subsequent award is not authorized. He has been awarded one award of the Global War on Terrorism Service Medal which is correctly shown on his DD Form 214. 4. With respect to the Armed Forces Reserve Medal with "M" Device, he was ordered to active duty in support of Operation Enduring Freedom/Joint Forge and subsequently served in Bosnia from 26 January 2003 to 17 September 2003. He qualified for and was awarded the Armed Forces Reserve Medal with "M" Device. He was again ordered to active duty in support of Operation Enduring Freedom and subsequently served in Kosovo from 12 September 2007 to 8 July 2008. By regulation, multiple periods of service during one designated contingency (under provisions of service in a regular component of the Armed Forces) will count as one "M" Device award. He has been awarded one award of the Armed Forces Reserve Medal with "M" Device which is correctly shown on his DD Form 214.
