THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of item 12b (Separation Date This Period) on his U.S. Air Force (USAF) DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 27 December 1994; that he be awarded the Army Basic Training Ribbon (correctly known as the Army Service Ribbon); and that he be issued a DD Form 214. 2. The applicant states, in effect, that his USAF DD Form 214 does not show he was separated on 20 September 1995 as reflected on his Honorable Discharge Certificate. He contends that he graduated from "Army Basic Training (Fort Sill [OK]) and Combat Engineer School (Fort Leonard Wood [MO]), while I was enlisted in the Army - NOT THE AIR FORCE." He indicates that he was a specialist when he completed the Warrior Transition Course (WTC) in April 2008 and that the Air Force will not give him his award "credit" because it was an Army school. He points out that his military history includes active duty service in the USAF from September 1987 to December 1994; service in the U.S. Army Reserve (USAR) from December 2006 to July 2008; and service in the USAF Reserve (USAFR) from July 2008 to present. 3. The applicant provides a USAF[R] Honorable Discharge Certificate, dated 20 September 1995; a WTC diploma, dated 9 April 2008; an Army/ACE Registry Transcript System (AARTS) record, issued on 4 April 2009; and a copy of his U.S. Air Force DD Form 214 for the period ending 27 December 1994, in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant served on active duty in the U.S. Air Force from 21 September 1987 to 27 December 1994. He was honorably discharged from the USAFR on 20 September 1995 as evidenced by the discharge certificate authenticated by Col [Colonel] F---- P. C--, Commander, Air Reserve Personnel Center. 2. The applicant enlisted in the USAR on 27 December 2006 for a period of 6 years. 3. A DD Form 220 (Active Duty Report), dated 18 March 2008, for the period 13 February 2008 to 10 April 2008 shows the applicant completed initial active duty training (IADT) for the WTC. The purpose of the WTC is to transition active and prior service Navy and Air Force enlisted personnel to the Army, as well as retrain prior service Army personnel who are not required to attend basic combat training. 4. The applicant's IWS (Integrated Web Services) Retirement Points Detail shows he completed 73 days of continuous active duty for training during the period 13 February 2008 through 25 April 2008. 5. The applicant provided an AARTS record that shows he completed the WTC during the period 7 March 2008 to 9 April 2008 and the Combat Engineer Course (Reserve) during the period 12 April 2008 to 25 April 2008. Upon completion of the Combat Engineer Course (Reserve) he was awarded military occupational specialty (MOS) 21B (combat engineer). 6. Army Regulation 600-8-22 (Military Awards) shows that the Army Service Ribbon was established by the Secretary of the Army on 10 April 1981. The regulation states, in pertinent part, that effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award upon successful completion of initial entry training. 7. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. The regulation states, in pertinent part, that a DD Form 214 will be prepared for all Reserve Component Soldiers completing IADT that results in the award of a MOS, even when the active duty period was less than 90 days. DISCUSSION AND CONCLUSIONS: 1. The applicant's request to correct his USAF DD Form 214 does not fall under the purview of this Board. It is an Air Force record and he needs to address this issue with the Air Force Board for Correction of Military Records (AFBCMR). Therefore, the applicant is advised to apply to the AFBCMR for resolution. Evidence of record shows the applicant completed IADT for the WTC and the Combat Engineer Course (Reserve) in April 2008. Therefore, he is entitled to the Army Service Ribbon. 3. Evidence of record shows the applicant was awarded MOS 21B upon completion of IADT for the Combat Engineer Course (Reserve). Therefore, in accordance with the governing regulation, he is entitled to a DD Form 214 for the period 12 April 2008 to 25 April 2008. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. providing an appropriate document to show his entitlement to the Army Service Ribbon; and b. issuing him a DD Form 214 for IADT for the period 12 April 2008 to 25 April 2008. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
