THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that the Army Commendation Medal be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty).

2.  The applicant states that the Army Commendation Medal was not added to his DD Form 214 at the time of his discharge for unknown reasons.  He states that he had to leave the base on the day following his release from active duty (REFRAD) for a flight, so he could not wait the extra day it would have taken to correct his DD Form 214.

3.  The applicant provides a copy of Permanent Order Number 031-031 showing that he was awarded the Army Commendation Medal.

CONSIDERATION OF EVIDENCE:

1.  On 30 July 2003, the applicant enlisted in the Regular Army in St. Louis, Missouri, for 4 years in the pay grade of E-3.  He successfully completed his training as a paralegal specialist.  He was transferred to Afghanistan in support of Operation Iraqi Freedom on 10 April 2005.

2.  The applicant returned to the continental United States on 11 April 2006.

3.  The order awarding the applicant the Army Commendation Medal is undated.  However, his records show that Permanent Order Number 031-031 was 


published awarding him the Army Commendation Medal for exceptionally meritorious service while assigned to Headquarters and Headquarters Company, 2nd Battalion, 504th Parachute Infantry Regiment, in support of Operation Enduring Freedom, from 13 April 2005 through 12 April 2006.

4.  The applicant was honorably REFRAD on 19 June 2007 under the provisions of Army Regulation 635-200 (Active Duty Enlisted Administrative Separations), paragraph 5-16, to attend civilian school.  The DD Form 214 that he was furnished at the time of his REFRAD shows that he was awarded the Army Achievement Medal, the Army Good Conduct Medal, the National Defense Service Medal, the Afghanistan Campaign Medal, the Global War on Terrorism Service Medal, the Noncommissioned Officer Professional Development Ribbon, the Army Service Ribbon, the Overseas Service Ribbon, the Combat Action Badge, and the Parachutist Badge.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that his DD Form 214 should be corrected to add award of the Army Commendation Medal.

2.  His contentions have been noted and the available records show that he was awarded the Army Commendation Medal which failed to be included on his DD Form 214.

3.  In view of the foregoing, it would be appropriate to correct the applicant's records as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 to show that he was awarded the Army Commendation Medal.
