THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show three bronze service stars for the Iraq Campaign Medal (ICM). 2. The applicant states that his DD Form 214 does not show the service stars for the campaigns he participated in while serving in Iraq. The applicant further states that he elects to keep the Global War on Terrorism Expeditionary Medal (GWOTEM). 3. The applicant provides his DD Form 214, issued on 31 March 2007, and his Enlisted Record Brief that was prepared on 20 November 2006. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 3 September 1985. 2. On 31 March 2007, the applicant retired. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 for the period ending 31 March 2007 shows he was awarded the GWOTEM. Item 18 (Remarks) shows the entry "SERVICE IN IRAQ 20030521-20040101//SERVICE IN IRAQ 200509254-20060915." It also shows, in a continuation of Item 13, that he was awarded the ICM. 3. Army Regulation 600-8-22 (Military Awards) states that individuals authorized the ICM must have served in direct support of Operation Iraqi Freedom. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of Operation Iraqi Freedom. A bronze service star is authorized for the following campaigns: Liberation of Iraq 19 March 2003 – 1 May 2003, Transition of Iraq 2 May 2003 – 28 June 2004, Iraqi Governance 29 June 2004 – 15 December 2005, and National Resolution 16 December 2005 – Date to be determined. 4. Human Resources Command (HRC) Military Awards Branch issued a Frequently Asked Questions guide of examples to show the status of Soldiers deployed to Southwest Asia for eligibility for the ICM and other awards. That guide lists "Question 14: If a Soldier has a GWOTEM for a deployment which overlaps the first two campaigns for OIF, and deploys again and earns an ICM for the deployment which overlaps the second two campaigns, does the Soldier get to place all four campaign stars on the ICM? Answer 14: No, if the Soldier receives the GWOTEM, and elects to keep it (Soldiers may elect to convert from the GWOTEM to the ICM or ACM), he/she cannot place campaign stars from that deployment on the ICM or ACM. In this case, the Soldier would wear the GWOTEM and the ICM with two bronze service stars. If the Soldier elected to convert the GWOTEM to an ICM, the Soldier would then be authorized to wear the ICM with four bronze service stars. Bottom line, you do not receive campaign stars for the ICM/ACM for any period where you were awarded the GWOTEM. In order to wear the campaign stars for that period, you would have to give up the GWOTEM and go with only the ICM….” DISCUSSION AND CONCLUSIONS: The applicant's DD Form 214 for the period ending 31 March 2007 shows that he was deployed in support of Operation Enduring Freedom and was awarded the GWOTEM. His DD Form 214 also shows he was deployed a second time in support of Operation Iraqi Freedom and was awarded the ICM. Therefore, he is eligible for award of two bronze service stars to be added to his already awarded ICM. His DD Form 214 should be amended to add these awards; however, he may not wear campaign stars for the period he was awarded the GWOTEM. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. deleting the entry "Iraq Campaign Award" in item 18 of his DD Form 214; and b. adding the Iraq Campaign Medal with two bronze service stars to item 18 of his DD Form 214. 2. The Board further determined that the evidence presented is insufficient to warrant portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding three bronze service stars to his Iraq Campaign Medal.
