THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of item 18 (Remarks) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his deployment in Kuwait. 2. The applicant states, in effect, that he deployed to Kuwait in support of Operation Enduring Freedom and returned as ordered after three months. 3. The applicant provides a copy of his DD Form 214 and orders in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 13 September 2000, trained as a patriot operator/maintainer, and was discharged on 13 June 2008. 2. Item 18 on the applicant’s DD Form 214 does not show any deployments and Item 12f (Foreign Service) does not show he served any foreign service. 3. In support of his claim, the applicant provided temporary change of station orders, dated 19 and 20 February 2003, which show he was assigned to Fort McPherson, Georgia effective 20 February 2003 for deployment in support of Operation Enduring Freedom. 4. Records at the Defense Finance and Accounting Service (DFAS) show the applicant served in Kuwait from April 2003 to June 2003. 5. On 25 November 2008, the applicant was notified by separate correspondence to provide his inclusive dates of service in Kuwait. On 1 December 2008, he responded and stated that he arrived in Kuwait on 3 April 2003 and departed Kuwait on 15 June 2003 (a total of 2 months and 12 days). 6. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states that, for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)" will be entered in item 18 (Remarks). 7. Army Regulation 635-5 also states that for Item 12f (Foreign Service), from the Soldier's records, enter the total amount of foreign service completed during the period covered in Item 12c (Net Active Service This Period). DISCUSSION AND CONCLUSIONS: 1. The DFAS information and the applicant's confirmation of his inclusive dates of service in Kuwait are accepted as sufficient evidence on which to amend item 18 on the applicant’s DD Form 214 to show he served in Kuwait. Therefore, item 18 on his DD Form 214 should be corrected to show he served in Kuwait from 3 April 2003 to 15 June 2003. 2. Item 12f of the applicant's DD Form 214 should also be corrected to show he served 2 months and 12 days of foreign service.
