THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that his records be corrected to show his pay entry basic date (PEBD) as 1 April 1967. 2. The applicant states he enlisted on 1 April 1967 and retired on 31 May 2008. By his calculations, the total service time is 41 years and 2 months. The Defense Finance and Accounting Service (DFAS) uses 32 years and 2 months of service to compute his pay rate effective 1 January 2008. 3. The applicant provides his certificate of retirement and his National Guard Bureau Form 22 (Report of Separation and Record of Service) in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant was born on 31 May 1948. He enlisted in the Army National Guard on 1 April 1967. His Army National Guard Current Annual Statement, dated 28 September 1988, shows that through retirement year ending 31 March 1988 he never had a break in service and satisfactorily participated during each retirement year throughout his service with the Army National Guard. 2. On 30 October 1989, the applicant was discharged from the Army National Guard and transferred to the Retired Reserve effective 31 October 1989. 3. On 31 May 2008, the applicant turned aged 60 and began to draw retired pay. 4. Records at the U. S. Army Human Resources Command –St. Louis show the applicant’s PEBD as 1 April 1967. Records at DFAS show his PEBD as 31 March 1976. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows that the applicant enlisted in the Army National Guard on 1 April 1967 and had continuous, satisfactory service until he was transferred to the Retired Reserve effective 31 October 1989. 2. The applicant’s PEBD is, and is recorded at the U. S. Army Human Resources Command – St Louis as being, 1 April 1967. It appears an error may have been made when that Command informed DFAS that he was eligible for retired pay (i.e., using his retirement year ending of 31 March instead of his retirement year beginning of 1 April and transposing 1967 into 1976). 3. All of the applicant’s records should be corrected to show his PEBD as 1 April 1967.
