THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 18 (Remarks) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his dates of service in Southwest Asia (SWA) from 12 August 1990 to 8 May 1991. 2. The applicant states, in effect, that item 5 (Overseas Service) on his DA Form 2-1 (Personnel Qualification Record) shows his SWA service from 12 August 1990 to 8 May 1991, that item 35 (Record of Assignments) on his DA Form 2-1 shows his assignment in SWA for the same period, and that his October 1990 Leave and Earnings Statement (LES) shows he was paid danger pay and overseas pay effective August 1990. He also contends that other miscellaneous documents confirm his date of departure to SWA. 3. The applicant provides an excerpt from Army Regulation 635-5 (Separation Documents); a copy of his DA Form 2-1; a copy of his DD Form 214; miscellaneous assignment and attachment orders; and October and November 1990 LESs. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted on 12 November 1986. He remained on active duty through continuous reenlistments until he retired on 31 May 2007 in the rank of first sergeant. 2. The applicant’s DD Form 214 does not show any deployments in item 18. 3. Item 5 on the applicant’s DA Form 2-1 shows that he served in SWA from 12 August 1990 through 8 May 1991. Item 35 on his DA Form 2-1 shows he was assigned to the XVIII Airborne Corps at Fort Bragg, North Carolina with duty in Saudi Arabia from 12 August 1990 through 8 May 1991. 4. The applicant provided temporary duty orders which show he was assigned to Fort Bragg, North Carolina and various locations as required for duty in support of Operation Desert Shield on 11 August 1990. He provided a DD Form 1610 (Request and Authorization for TDY [temporary duty] Travel of DOD [Department of Defense] Personnel), dated 10 August 1990, which shows the purpose of his TDY was for attachment to the XVIII Airborne Corps, G5, for civil-military operations in the Middle East. He provided an October 1990 LES which shows he received overseas pay in August 1990. He also provided orders which show he was attached to 1st Corps Support Command, Saudi Arabia effective 3 September 1990. 5. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation states, in pertinent part, that the country and dates of deployment for an active duty Soldier deployed with his or her unit during their continuous period of active service will be shown in item 18 on the DD Form 214. DISCUSSION AND CONCLUSIONS: Evidence of record shows the applicant was TDY in August 1990 for operations in the Middle East. His pay voucher also shows he received overseas pay in August 1990. Based on the foregoing, the entry in item 5 on the applicant’s DA Form 2-1 which shows he served in SWA from 12 August 1990 through 8 May 1991 is accepted as sufficient evidence on which to amend item 18 on his DD Form 214.
