Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that item 12a (Date Entered AD [Active Duty] This Period) on her DD Form 214 be corrected to show 29 August 1986 instead of 23 September 1986. 2. The applicant states that she was on active duty at Fort Jackson, South Carolina from 29 August 1986 to 29 November 1986. 3. The applicant provides a letter dated 11 December 2006. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve on 15 July 1986 for a period of 8 years in pay grade E-3. 2. Orders dated 21 July 1986 show she was ordered to active duty for training with a reporting date to Fort McClellan, AL of 29 August 1986. The official stamp on these orders show the applicant reported to the Reception Station at Fort Jackson, SC on 29 August 1986. Apparently, the applicant had received verbal or formal orders changing her reporting station to Fort Jackson. 3. Orders dated 23 September 1986 changed the applicant’s original report date from 29 August 1986 to 23 September 1986 and her reporting station from Fort McClellan to Fort Jackson. These orders were also stamped with a report date to the Reception Station at Fort Jackson as of 29 August 1986. 4. A DD Form 220 (Active Duty Report), dated 29 November 1986, shows the applicant’s effective date of entry on active duty was 29 August 1986 and her active duty tour was terminated on 29 November 1986. 5. The applicant was released from active duty on 29 November 1986. 6. On 29 December 2006, and based upon a request to the Army Board for Correction of Military Records (ABCMR) that she be issued a DD Form 214 for the period in question, the applicant was issued a DD Form 214 for the period ending 29 November 1986. Item 12a on this DD Form 214 shows the entry, “1986 09 23.” Item 12c (Net Active Service This Period) on her DD Form 214 shows the entry, “00 02 07.” The ABCMR based its decision, in part, upon a letter from the Chief, Veterans Support Branch, Personnel Services Division to the applicant which stated a review of her record showed she reported to basic training on 23 September 1986 and pay records were not available to verify the dates of active duty. DISCUSSION AND CONCLUSIONS: 1. The preponderance of the evidence shows the applicant arrived at the Fort Jackson Reception Station on 29 August 1986. Her original orders, dated 21 July 1986, show she arrived at Fort Jackson on 29 August 1986. Her DD Form 220 shows she arrived at Fort Jackson on 29 August 1986. Even her amended orders, dated 23 September 1986, show she arrived at Fort Jackson on 29 August 1986. 2. The date the applicant started basic training is only remotely related to the date she entered active duty. 3. The evidence of record shows the applicant complied with her original orders and arrived at her active duty for training station on 29 August 1986. It was not until 23 September 1986 that her orders were amended to change her report date to 29 September 1986. It is highly unlikely that the applicant was released from active duty on 23 September 1986 only to have her return to active duty on 29 September 1986. The more likely explanation, given the evidence of record, is that she did remain at the Fort Jackson Reception Station for a month awaiting the start of her training. 4. The entry on the orders which show the applicant reported to Fort Jackson on 29 August 1986 is accepted as sufficient evidence on which to amend item 12a on her DD Form 214. In addition, item 12c on her DD Form 214 should be corrected to show that she completed 3 months of net active service this period.
