The applicant requests that his record be corrected to show entitlement to the Combat Infantryman Badge (CIB); the Southwest Asia Service Medal (SWASM); the Kuwait Liberation Medal (KLM); the Humanitarian Service Medal (HSM); and the National Defense Service Medal (NDSM). 3. On 29 May 1990, he enlisted in the Regular Army. 4. During the period 15 November 1990-15 April 1991, he served in Saudi Arabia. 5. On 6 April 1991, he was awarded the CIB for the period 20-28 February 1991, when he was engaged in ground combat. 6. On 15 June 1992, he was awarded the HSM for support of the Haitian migrant humanitarian relief operation. 7. On 25 September 1992, he was separated under Army Regulation 635-200, chapter 13, for unsatisfactory performance. His Report of Separation indicates that he had 2 years, 3 months and 27 days of creditable service. He was entitled to award of the Army Commendation Medal with one oak leaf cluster, the Army Achievement Medal, the NDSM, and the Army Service Ribbon. 8. Army Regulation 600-8-22, Military Awards, indicates, in pertinent part, that: a. the SWASM is awarded for service in Southwest Asia after 2 August 1990 to a date to be determined and b. the KLM is awarded for participation in Operation Desert Storm between 17 January and 28 February 1991, in Saudi Arabia. CONCLUSIONS: 1. The evidence of record indicates that he was eligible for award of the CIB, the SWASM, the KLM, and the HSM. 2. In view of the foregoing, it would be appropriate to correct the applicant’s record, as shown below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected to show his entitlement to award of the CIB, the SWASM, the KLM, and the HSM.
