2. The applicant requests that his DD Form 214, Report of Transfer or Discharge, be corrected to reflect his race, his blood group and the awards he received while in the service. 3. He states, in effect, that the aforementioned items were listed as either “NA” or “UNK” at the time he left the service. 4. The applicant’s military records show that he was inducted on 7 January 1964 and served 18 months in Germany. He was honorably discharged at the completion of his term of service on 9 February 1966. His DD 214 shows the entry “NA” in block 7a (race) and block 26 (decorations, medals and badges). In the remarks section of the form, block 32, the entry following blood group is “UNK”. 5. His enlisted qualification record shows his race as Negroid and his blood type as type “B”. The only award recorded in the record is the Marksman Badge with rifle bar. 6. Army Regulation 635-5, Personnel Separations, then in effect, provided that in the preparation of the DD Form 214 all items on the form will be completed unless the information required to complete the item is not available, in which case the entry “none” or “NA” will be used. 7. Army Regulation 600-8-22, Military Awards, provides that the National Defense Service Medal (NDSM) is awarded for honorable service for any period between 1 January 1961 and 14 August 1974. CONCLUSIONS: 1. It appears that the applicant is due corrections to his DD Form 214 for errors of omission that were made at the time the form was prepared on 9 February 1966. 2. Specifically, evidence is in the record to substantiate his race, military awards and his blood type. Additionally, based on his period of service, it can be determined that he is entitled to award of the NDSM. 3. In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case, particularly the separation document, be corrected: a. by showing that the race of the individual concerned as Negroid; b. by showing that he was awarded the Marksman Badge with rifle bar and the NDSM; and c. by showing that his blood type is type “B”.
