Army Regulation 140-158, then in effect, prescribes policies and procedures pertaining to the promotion of enlisted members of the U.S. Army Reserve. CONCLUSIONS: 1. The applicant was advanced to pay grade E-2 on 3 December 1985 in accordance with the provisions of the regulation in effect at that time. 2. The applicant’s DD Form 214 should reflect his rank and pay grade as PV2 E-2. 3. The applicant should receive all pay and allowances due. 4. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was advanced to pay grade E-2 on 3 December 1985, that his DD Form 214 reflect his rank and pay grade as PV2 E-2, and that he receive all pay and allowances due.
