2.  The applicant requests that his DD Form 214, Certificate of Release or Discharge from Active Duty, for the period ending 8 December 1993, be corrected to show that he served in Somalia from 19 August to 1 December 1993; that his foreign service be corrected to show that he served 3 months and 13 days in Somalia; and that his Office of the Secretary of Defense Identification Badge be included in his awards and decorations.

3.  In support of his request he submits a copy of his active duty orders to Somalia and copies of his travel voucher for that time.  He also submits a copy of his 12 February 1991 authorization to wear the Office of the Secretary of Defense Identification Badge as a permanent part of his uniform.

4.  On 15 August 1993 the applicant, while serving as a master sergeant in an Individual Mobilization Augmentee (IMA) (a reservist assigned to the USAR Control Group who is further attached to an active Army command in which he or she serves yearly annual training with and with which he or she reports in the event of war or national emergency), position, entered on active duty.  On 8 December 1993 he was honorably released from active duty and transferred back to his IMA position.

5.  The DD Form 214 he was issued, item 12, “record of service”, line f, “foreign service”, has 3 months and 11 days entered.  Item 13, “decorations, medals, badges, citations and campaigns ribbons awarded or authorized”, does not have the Office of the Secretary of Defense Identification Badge entered.  Item 18, “remarks”, states in part “service in Somalia 19 Aug 1993 to 29 November 1993.”

6.  Army Regulation 672-5-1, Military Awards, paragraph 
5-40, provides for the permanent award of the Office of the Secretary of Defense Identification Badge.

CONCLUSIONS:

1.  The applicant’s Secretary of Defense Identification Badge was obviously inadvertently omitted from his DD Form 214 for the period ending 8 December 1993.  Therefore, it would be appropriate to now have his DD Form 214 corrected to add that award.

2.  However, the documentation submitted by the applicant does not show that the dates and amount of time he spent in Somalia are incorrectly listed on his DD Form 214.

3.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected by adding to the DD Form 214 of the individual concerned for the period ending 8 December 1993 his award of the Secretary of Defense Identification Badge.

2.  That so much of the application as is in excess of the foregoing be denied.
