APPLICANT REQUESTS:  That his DD Form 214, Release or Discharge from Active Duty, be corrected to reflect that he was awarded the Kuwait Liberation Medal (KLM), the Army Commendation Medal (ARCOM), and the AM Medal (it is presumed he means the Army Achievement Medal (AAM)).

APPLICANT STATES:  In effect, that the foregoing awards should be added to his record to ensure its correctness.

EVIDENCE OF RECORD:  The applicant's military records show:

He enlisted in the Regular Army for 3 years on 2 October 1987 and reenlisted on 10 July 1991.  He spent 6 months and 9 days in Southwest Asia and was released from active duty under the Early Transition Program on 2 January 1992.

His awards include the Good Conduct Medal, the Army Service Ribbon, the sharpshooter Badge with rifle bar, the Expert Badge with grenade bar, the National Defense Service Medal, the Southwest Asia Service Medal (SWASM), the Air Assault Badge, the Marksman Badge with missile bar and the Driver’s Badge.

The applicant’s record contains no evidence that he was recommended for or awarded the ARCOM or the AAM.  The record does show, however, that he served in Southwest Asia during the time frame in which the SWASM and KLM were authorized and in fact, was awarded the SWASM but apparently not the KLM.

Army Regulation 600-8-22, Military Awards, prescribes Department of the Army policy, criteria, and administrative instructions concerning individual military awards.  It states in pertinent part, that the KLM is awarded to all members of the Armed Forces of the United States serving in Southwest Asia and contiguous waters or airspace thereover, in support of Operation Desert Storm for one or more days during the period 2 August 1990 to 31 August 1993.



DISCUSSION:  Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1.  There is no evidence in the record to support the applicant’s request that his DD Form 214 should show that he was awarded the ARCOM and the AAM.

2.  In view of the foregoing, there appears to be no basis for granting the applicant’s request.

DETERMINATION:  The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

NOTE:  Notwithstanding the above conclusion, the record shows that he was assigned in Southwest Asia during the period authorized for the KLM, and should be entitled to that award.  Accordingly, the Commander, US Army Reserve Personnel Center will be requested to correct his record to show he was awarded the KLM.
