2. The applicant requests, in effect, that his promotion points be adjusted to show that he met the promotion point cut-off score for promotion to the pay grade of E-6 effective 1 April 1996. 3. The applicant states, in effect, that his recomputation of promotion points was mishandled and that he did not properly receive credit for the correct number of promotion points, which would have allowed him to be promoted on 1 April 1996. He further states that he was deployed to Macedonia during the time his promotion points were recomputed and did not discover the error until he returned. In support of his application, he submits copies of the documents added to his promotion packet as well as a copy of his promotion points worksheet (DA Form 3355) dated 25 September 1995. 4. The applicant’s military records show that the applicant attained promotion list standing for the pay grade of E-6 on 1 August 1993. In September 1995 the servicing personnel service center (PSC) conducted a recomputation of his promotion points in September 1995 in the absence of the applicant. The applicant did not depart his duty station for Macedonia until 19 October 1995. 5. In the processing of this case, an advisory opinion was obtained from the Total Army Personnel Command (PERSCOM) Promotions Branch. It opined that the servicing personnel service center (PSC) did not properly process the applicant’s annual recomputation. It further opined that the applicant’s recomputation score should be corrected to reflect a score of 638 points (vice 633 points) as of September 1995 and that his subsequent promotion point adjustment should have reflected a score of 643 points as of April 1996. Consequently, the applicant met the promotion point cut-off score for 1 July 1996 and should be promoted to the pay grade of E-6 effective that date. CONCLUSIONS: 1. It appears that the applicant was not afforded the opportunity to be present for his promotion point recomputation whereas he could have provided any additional documentation in his possession or afforded the opportunity to dispute any discrepancies he may have noted in his promotion points at that time. Consequently, he was unaware of any discrepancies in his promotion points until he returned to his duty station and processed a request for promotion point adjustment, which further delayed his eligibility for promotion. 2. As a result of the administrative errors that occurred, the applicant was unable to be promoted on 1 July 1996 when he met the promotion point cut-off score for promotion to the pay grade of E-6. 3. In view of the determination by the PERSCOM and the foregoing conclusions, it would be appropriate to promote the applicant to the pay grade of E-6 effective 1 July 1996. 4. In view of the foregoing findings and conclusions, the applicant’s records should be corrected as recommended below. RECOMMENDATION: 1. That all of the Department of the Army records related to this case be corrected by showing that the individual; concerned was promoted to the pay grade of E-6 effective 1 July 1996. 2.
