2. The applicant requests that his reenlistment contract (DD Form 4-1) dated 13 December 1993 be corrected to show that he was entitled to receive a Selective Reenlistment Bonus (SRB). 3. The applicant states that he reenlisted on 13 December 1993 for a period of 3 years in military occupational specialty (MOS) 45E without entitlement to an SRB. However, he subsequently discovered that an SRB was authorized for his MOS and that he should have received an SRB with a multiplier of 1A. In support of his application he submits a letter of support from the command career counselor indicating that an oversight on the part of the career counselor resulted in the applicant not receiving an SRB. 4. The applicant’s military records show that after serving 3 years, 8 months, and 28 days of total active service, the applicant, while serving in the pay grade of E-4, reenlisted on 13 December 1993 for a period of 3 years in MOS 45E. His DD Form 4-1 indicates that he had no bonus entitlement. 5. In the processing of this case a staff advisory opinion was obtained from the Total Army Personnel Command (PERSCOM) which opined that an SRB-1A was in effect at the time the applicant reenlisted and that his records should be corrected to show the entitlement. CONCLUSIONS: 1. The applicant was reenlisted without a bonus entitlement that has resulted in an injustice to him in that a bonus was available and he was qualified to receive it. 2. Accordingly, it would be equitable and just to correct the applicant’s records to show that he was authorized to receive the SRB-1A that was in effect at the time he reenlisted on 13 December 1993. 3. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by amending the 13 December 1993 reenlistment contract of the individual concerned to show that he was entitled to receive an SRB-1A in MOS 45E.
