2. The applicant requests reconsideration of his approved request for missed “medical additional special pay” (MASP) and consideration for “incentive special pay” (ISP). 3. Incorporated herein by reference are military records which are summarized in proceedings presented before this Board on 12 June 1996. 4. On 14 March 1997, the Office of The Surgeon General provided an advisory opinion which indicated the applicant was eligible for the ISP and recommended approval of the applicant’s request, provided he had not previously received it. CONCLUSIONS: 1. Based on the applicant’s original request and an advisory opinion from the OTSG, this Board approved his request for MASP. 2. Upon clarification in his request for reconsideration and an updated advisory opinion from the OTSG, the applicant is entitled to payment of ISP in the amount of $22,000, for the period 1 October 1991-30 September 1992, if not already paid. 3. Based on the evidence of record, the conclusions and recommendation of the original proceedings should be voided. 4. In view of the foregoing, it would be appropriate to correct the records as recommended below. RECOMMENDATION: 1. That the conclusions and recommendation of the original proceedings, dated 12 June 1996, are null and void. 2. That all of the Department of the Army records related to this case be corrected by showing that the applicant was eligible to execute an ISP agreement for the period 1 October 1991-30 September 1992, at the rate of $22,000, and pay him for the agreement, if applicable.
