2. The applicant requests correction of his military records by removing one of the orders that awarded him the Army Good Conduct Medal (3d Award) and by removing three documents of a reenlistment contract pertaining to another soldier. 3. Permanent Orders 24-28, dated 19 March 1993, issued by the 189th Personnel Service Company, APO Army Europe 09227-3799, awarded the applicant the Army Good Conduct Medal (3d Award) for the period of service from 1 February 1990 to 31 January 1993. 4. Permanent Order 58-117, dated 27 February 1995, issued by Headquarters, National Training Center and Fort Irwin, Fort Irwin, California 92310-5000, awarded the applicant the Army Good Conduct Medal (3d Award) for the period of service from 1 February 1990 to 31 January 1993. 5. A review of the applicant’s Official Military Personnel File (OMPF) fiche, which was run on 31 May 1996, showed three documents of a reenlistment contract pertaining to another soldier. 6. On 5 June 1986, the U.S. Army Enlisted Records and Evaluation Center (USAEREC) recommended to the Board that the applicant’s records be corrected by rescinding Permanent Orders 58-117 and, if directed for filing in the OMPF, that all documents pertaining to this action be filed in the restricted portion of the applicant’s OMPF. Also, it indicated that the documents not pertaining to the applicant had been removed from his OMPF. CONCLUSIONS: 1. The evidence of record indicates that two different commands issued Permanent Orders awarding the applicant the Army Good Conduct Medal (3d Award) for the same period of service from 1 February 1990 to 31 January 1993. Therefore, the second set of orders, which was Permanent Orders 58-117, dated 27 February 1995, should be rescinded. 2. Since the USAEREC has advised the Board that administrative action has been taken to remove the three documents of a reenlistment contract pertaining to another soldier from the applicant’s OMPF, no action is required by the Board on this issue. 3. In view of the foregoing, it would be appropriate to correct the applicant’s records has recommended by the USAEREC. RECOMMENDATION: 1. That all of the Department of the Army records related to this case be corrected by rescinding Permanent Orders 58-117, dated 27 February 1995, which issued the individual concerned the Army Good Conduct Medal (3d Award) for the period from 1 January 1990 to 31 January 1993. 2. That, following completion of the administrative corrections directed herein, the proceedings of the Board and all documents related to this appeal will be filed in the restricted portion of the applicant’s OMPF.
