APPLICANT REQUESTS:  That his military record be corrected to reflect that he was awarded the Army School Ribbon (it is not known what award he refers to since the Army has no school Ribbon), the Overseas Service Ribbon (OSR), the Kuwait Liberation Medal (KLM) and the Army Achievement Medal (AAM).

APPLICANT STATES:  In effect, that the aforementioned awards were not reflected on his DD Form 214, Certificate of Release, when he was separated from active duty.  In support of his request, he provides a copy of the approved recommendation, permanent order and certificate for the AAM.

EVIDENCE OF RECORD:  The applicant's military records show:

He was ordered to active duty from the USAR on 11 August 1991 in support of Operation Desert Shield/Storm.  He served in Southwest Asia from 20 August 1991 to 2 April 1992 and was separated on 30 April 1992 upon completion of the period for which he was ordered to active duty.

His awards include the Army Commendation Medal, the National Defense Service Medal, the Southwest Asia Service Medal, the Army Service Ribbon, the Expert Badge with grenade bar and the Marksman Badge with rifle bar.

Army Regulation 600-8-22, Military Awards, provides in pertinent part, that the OSR is awarded to members of the US Army for successful completion of overseas tours.  However, the OSR will not be awarded for overseas service recognized with another US service medal.

The same regulation provides that the KLM will be awarded to members of the Armed Forces of the US who participated in Operation Desert Storm between 2 August 1990 and 31 August 1993.

DISCUSSION:  Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1.  In accordance with the awards regulation cited above, the applicant is not eligible for the OSR since he was awarded the Southwest Asia Service Medal for the same period of overseas service.

2.  In view of the foregoing, there appears to be no basis for granting the applicant’s request.

DETERMINATION:  The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

NOTE:  Based on the AAM documentation he has submitted and considering the time frame that he served in Southwest Asia, he appears to be eligible for the AAM and the KLM.  Accordingly, the Commander of the US Army Reserve Personnel Center will be requested to correct his records to reflect his entitlement to the AAM and the KLM.
