APPLICANT REQUESTS:  That his terminated Aviation Career Incentive Pay (ACIP) be reinstated and paid through the anniversary of his 18 year gate.

APPLICANT STATES:  In effect, that he was an aviator (functional area code 15) when he accepted a position as a Permanent Associate Professor, or PAP, (functional area code 47B) at the United States Military Academy.  This led the Total Army Personnel Command (PERSCOM) to remove CMF 15 (aviation) as his primary specialty code and terminate his ACIP at an earlier date than required by law.  He adds that
