The applicant requests that his DD Form 214, Certificate of Release or Discharge, be corrected to reflect that he was awarded the Army Commendation Medal (ARCOM) and credited with participation in Operations Desert Shield/Storm. 3. He states that he participated in Operations Desert Shield/Storm and earned an ARCOM in recognition of that participation but there is no mention of it on his DD Form 214. In support of his request he has provided a copy of the award recommendation and certificate awarding him the ARCOM. 4. His military records show that he was awarded the ARCOM for providing food service in Saudi Arabia during the period 21 August 1990 through 5 March 1991. His DD Form 214 does not reflect that he was awarded the Southwest Asia Service Medal (SWASM) or the Kuwait Liberation Medal (KLM), it does show, however, that he was awarded the Army Service Ribbon, the National Defense Service Medal, the Good Conduct Medal and the Sharpshooter Badge with rifle bar. 5. Army Regulation 600-8-22, Military Awards, prescribes Department of the Army policy, criteria, and administrative instructions concerning individual military awards. It states, in pertinent part, that the SWASM is awarded to all members of the Armed Forces of the United States serving in Southwest Asia and contiguous waters or airspace thereover, on or after 2 August 1990 to 30 November 1995. 6. The same regulation prescribes the policy and criteria for award of the KLM. It states, in pertinent part, that the KLM is awarded to all members of the Armed Forces of the United States serving in Southwest Asia and contiguous waters or airspace thereover, in Support of Operation Desert Storm during the period 2 August 1990 to 31 August 1993. CONCLUSIONS: 1. The applicant has submitted evidence that he was awarded the ARCOM and that award should be added to his DD Form 214. 2. The ARCOM award recommendation and certificate verifies his service in Saudi Arabia during the period established for award of the SWASM and the KLM, therefore, he is also eligible for these awards. 3. In view of the foregoing, it would be in the interest of justice to correct the applicant's records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the ARCOM, SWASM and the KLM for service during Operations Desert Shield/Storm.
