2. The applicant requests that his DD Form 214, Release or Discharge from Active Duty, be corrected to reflect that he was awarded the National Defense Service Medal (NDSM) and the Army Service Ribbon (ASR). 3. He states that he completed basic training and was presented the above awards, but they are not shown on his DD Form 214. 4. He entered active duty on 3 January 1991 and was separated after 3 months and 29 days of service for failing to meet procurement medical fitness standards. 5. His DD Form 214 reflects that he was awarded the Expert Badge with rifle bar and the Marksman Badge with hand grenade bar. 6. Army Regulation 600-8-22, Military Awards, provides that the NDSM is awarded for honorable active service for any period between 27 June 1950 and 27 July 1954, both dates inclusive, between 1 January 1961 and 14 August 1974, both dates inclusive, and 2 August 1990 and 30 November 1995. 7. The same regulation provides that the ASR is awarded to members for successful completion of initial entry training. Enlisted soldiers will be awarded this ribbon upon successful completion of their initial MOS producing course. For those enlisted soldiers assigned an MOS based on civilian or other service acquired skills, this ribbon will be awarded on honorable completion of 4 months of active service. 8. In an advisory opinion to this Board the US Army Reserve Personnel Center determined that the applicant met the prerequisites for award of the NDSM but not the ASR, and recommends that the portion of his request concerning the ASR be denied. CONCLUSIONS: 1. The applicant is entitled to award of the NDSM based upon his time in the service. 2. He did not meet the minimum time requirement or complete initial MOS training and is, therefore, not eligible for award of the ASR. 3. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: 1. That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the NDSM. 2.
