The applicant requests that his military records be corrected to reflect that he was advanced to pay grade E-4 on 7 April 1990 instead of 11 February 1991 as his DD Form 214, Certificate of Release or Discharge, shows. 3. He states that his date of rank (DOR) as a specialist, pay grade E-4, is incorrectly listed on his DD Form 214. In support of his request, he provides a copy of the DA Form 4187 (Personnel Action) advancing him to pay grade E-4 effective 7 April 1990. 4. The applicant record’s show that he was recommended for advancement to E-4 by his commander under the provisions of Army Regulation 140-158, USAR Enlisted Personnel Classification, Promotion and Reduction, which provides that soldiers may be advanced to pay grade E-4 if they are in a promotable status and meet eligibility criteria. CONCLUSIONS: 1. On 6 April 1990 the applicant was recommended for promotion to pay grade E-4 with an effective date of 7 April 1990 by his commander. For reasons unknown this promotion was not properly reflected on his discharge. 2. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: 1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was advanced to pay grade E-4 effective 7 April 1990. 2. That he be provided any back pay to which he is entitled as a result of the adjustment to his promotion date.
