APPLICANT REQUESTS:  That he be awarded the Armed Forces Expeditionary Medal (AFEM).

APPLICANT STATES:  That he served in Europe from August 1962 until February 1965 which is within the eligibility dates for award of the AFEM.

EVIDENCE OF RECORD:  The applicant's military records show:

He enlisted in the Regular Army for 3 years on 26 February 1962 and served as an armored crewman in Germany from 1 September 1962 until 2 February 1965.  He returned to the States and was honorably discharged on 11 February 1965.

His awards include the National Defense Service Medal, the Good Conduct Medal, the Expert Infantryman Badge and the Marksman Badge with rifle bar.

The applicant’s military service record shows that he was assigned to the 3d Armored Division in Germany during his entire tour of duty.  There are no annotations in the record or orders showing that he performed duty in Berlin, Germany in either a permanent or temporary duty status during his assignment in Europe.

Army Regulation 600-8-22, Military Awards, provides, in pertinent part, that the Armed Forces Expeditionary Medal was authorized for US military operations, US operations in direct support of the United Nations, and US operations of assistance for friendly foreign nations.  It was awarded to service members who served in Berlin from 14 August 1961 to 1 June 1963.

DISCUSSION:  Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1.  The applicant’s service record does not show that he served in Berlin, Germany during the period established by the Executive Order authorizing the AFEM.
2.  In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust.  The applicant has failed to submit evidence that would satisfy this requirement

3.  In view of the foregoing, there appears to be no basis for granting the applicant’s request.

DETERMINATION:  The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
