2. The applicant requests, in effect, correction of item 22c (Foreign and/or Sea Service) on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for the period ending on 29 March 1968. 3. On 26 June 1964, he enlisted in the Regular Army. He completed basic training at Fort Leonard Wood, Missouri, and was reassigned to Fort Devens, Massachusetts, for advanced individual training. 4. Letter Orders 3-301, dated 18 March 1965, indicate that the applicant’s graduation date was 23 March 1965; that he was being reassigned from the U.S. Army Security Agency Training Center and School, Fort Devens, to a unit at Army Post Office (APO) San Francisco 96258; that the availability date and the effective date of change of strength accountability (EDCSA) were 13 April 1965; that he had 14 days’ delay en route authorized chargeable as leave (DDALV); and that he had to report to Oakland Army Terminal, Oakland, California, not later than 13 April 1965. 5. Special Orders 56, dated 21 March 1966, indicate that the applicant was being reassigned from a unit at APO San Francisco 96308 to a unit at APO New York 09066; that the EDCSA was 23 May 1966; that the availability date was 20 June 1966; and that he had to report for transportation to the Continental United States (CONUS) en route to his new assignment not earlier than 9 May and not later than 13 May 1966. 6. An Installation Clearance Record indicates that the applicant’s date of departure was 13 May 1966. 7. Special Orders 107, dated 19 December 1966, as amended by Special Orders 2, dated 3 January 1967, indicate that the applicant was being reassigned from a unit at APO New York 09066 to a unit at APO San Francisco 96308; that the EDCSA was 15 January 1967; that he had 30 DDALV; that he had to report for transportation to the CONUS and/or further assignment on 5 January 1967; and that he had to arrive at Oakland Army Terminal not later than 5 February 1967. 8. A Travel Voucher indicates that the applicant was paid mileage by a finance and accounting office in Europe on 3 January 1967. 9. Special Orders 45, dated 9 March 1967, indicate that the applicant was being reassigned from a unit at APO San Francisco 96308 to a unit at APO San Francisco 96240; that the reporting date was 14 March 1967; and that the EDCSA was 19 March 1967. 10. Special Orders 57, dated 26 March 1968, indicate that the applicant was being reassigned from a unit at APO San Francisco 96318 to Fort Lewis, Washington, on the EDCSA of 4 April 1968 for processing for separation. An Installation Clearance Record indicates that the applicant was to depart on 26 March 1968. 11. Special Orders 89, dated 29 March 1968, indicate that the applicant was released from active duty on 29 March 1968 at Fort Lewis and transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement). 12. The applicant’s DA Form 20 (Enlisted Qualification Record), at item 31 (Foreign Service) indicates that he served in the U.S. Army, Pacific (USARPAC) from 17 April 1965 through 16 May 1966; that he served in the U.S. Army, Europe (USAREUR), from 22 June 1966 through 5 January 1967; and that he served in the USARPAC from 12 February 1967 through 28 March 1968. Item 38 (Record of Assignments) indicates that he was in a unit in the USARPAC effective 23 April 1966; that he was in a casual status effective 13 May 66; that he was in a unit in the USAREUR effective 22 June 1966; that he was in a unit in the USARPAC effective 16 February 1967; and that he was in a casual status effective 29 March 1968 en route to the CONUS. 13. The applicant’s DD Form 214 indicates that he was honorably released from active duty on 29 March 1968, in pay grade E-5, under Army Regulation 635-200, chapter 5, section VII (overseas returnee), and transferred to the USAR. Item 22 (Statement of Service) indicates that he completed 3 years, 9 months, and 4 days total creditable service for basic pay purposes, and that he completed 1 year, 10 months, and 8 days foreign and/or sea service. CONCLUSIONS: 1. The evidence of record indicates that item 22c on the applicant’s DD Form 214 ending on 29 March 1968 is incorrect. 2. Since the EDCSA on the orders and the Foreign Service and the Record of Assignments on the DA Form 20 show different dates, the Board, absence evidence to the contrary, concludes that the dates shown in the Foreign Service on the DA Form 20 most accurately shows the applicant’s foreign service. Accordingly, he served in the USARPAC from 17 April 1965 through 16 May 1966 for a period of 1 year and 1 month, in the USAREUR from 22 June 1966 through 5 January 1967 for a period of 6 months and 14 days, and in the USARPAC from 12 February 1967 through 28 March 1968 for a period of 1 year, 1 month, and 17 days. By using this calculation, the applicant completed a total of 2 years, 9 months, and 1 day foreign service. 3. In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing in item 22c on the DD Form 214 for the period ending on 29 March 1968 of the individual concerned that he completed 2 years, 9 months, and 1 day foreign and/or sea service.
