2.  The applicant requests that his DD Form 214, Certificate of Release or Discharge, be corrected to reflect that he was awarded the Army Good Conduct Medal (AGCM).  He also requests any other awards due him.

3.  He states that he served on active duty from 20 October 1986 to 19 October 1989 but did not receive the AGCM at the time of his release from active duty.

4.  A complete copy of the applicant’s record was not received with his application but a member of the staff of the Board contacted his USAR unit and his record was reviewed telephonically.

5.  The record shows that he enlisted in the Regular Army for 3 years on 20 October 1986 and was honorably discharged on 19 October 1989.  His awards at the time of discharge included the Army Service Ribbon, the Overseas Service Ribbon, the Army Achievement Medal and the Expert Field Medical Badge.

6.  Army Regulation 600-8-22, Military Awards, provides, in pertinent part, that the AGCM is awarded for exemplary behavior, efficiency and fidelity for a specific period of service, normally 3 years.  The enlisted person must be recommended for the award and it must be announced in orders.  Additional criteria requires that the soldier must distinguish himself or herself by exemplary conduct, efficiency and fidelity throughout the specified period of service.

CONCLUSIONS:

1.  The applicant’s records do not show that he was recommended for or awarded the AGCM while on active duty.  However, his record reveals no reasons why the award would not have been appropriate.

2.  In the absence of disqualifying information, it is presumed that the applicant was entitled to the AGCM and his failure to receive it was due to an oversight.
3.  The awards listed on his DD Form 214 appear to be all of the awards to which he is was entitled at the time of his release from active duty.

4.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the AGCM for the period 20 October 1986 to 19 October 1989.
