2. The applicant requests correction of her military records to show that she was advanced to the pay grade of E-3 and that she is entitled to back pay and allowances as a result of that advancement. 3. The applicant states, in effect, that she was advanced to the pay grade of E-3 on 21 August 1987. However, she was subsequently released from active duty in the pay grade of E-2 and never received her pay and allowances for her advancement. 4. The applicant’s military records show that the applicant enlisted on 6 August 1986 for a period of 2 years. She was advanced to the pay grade of E-2 on 6 February 1987. 5. On 5 October 1987 the applicant’s commander advanced the applicant to the pay grade of E-3 with a date of rank of 21 August 1987. The advancement instrument (DA Form 4187) indicates that the applicant’s advancement was delayed due to an administrative error and that the applicant should apply to this Board for correction of her records. 6. The applicant was honorably released from active duty on 5 May 1988 in the pay grade of E-2, under the provisions of Army Regulation 635-200, paragraph 16-8 and the Fiscal Year 1988 Early Transition Program. CONCLUSIONS: 1. The applicant was properly advanced to the pay grade of E-3 on 21 August 1987. However, there is no indication in the available records to show that the advancement was ever posted to her records or that she received the pay and allowances she was authorized for that grade. 2. Accordingly, it would be equitable and just to correct the applicant’s records to reflect that she was advanced to the pay grade of E-3 and to pay her the pay and allowances to which she is entitled. 3. In view of the foregoing, it would be in the interest of justice to correct the applicant’s records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was advanced to the pay grade of E-3 on 21 August 1987 and that she receive all appropriate pay and allowances resulting from that promotion.
