2. The applicant requests, in effect, correction of his military records to show that he is entitled to a Selected Reserve Incentive Program (SRIP) Enlistment Bonus of $2,000. 3. On 23 November 1994, the applicant enlisted in the U.S. Army Reserve (USAR), in pay grade E-1, for 8 years for Enlisted Standard Training, military occupational specialty (MOS) 92Y (Unit Supply Specialist), and assignment to a specific unit in Athens, Georgia. A DA Form 5261-R (SRIP-Enlistment Bonus Addendum) indicated that the applicant was entitled to receive a bonus of $2,000 for MOS 92Y. 4. Orders, dated 29 November 1994, indicate that the applicant was ordered to initial active duty for training for approximately 16 weeks or completion of basic and MOS training. 5. Orders, dated 24 April 1995, indicate that the applicant would be awarded MOS 92Y10 effective 5 June 1995 or upon course completion. 6. A DD Form 214 (Certificate of Release or Discharge from Active Duty) indicates that the applicant was released from active duty for training on 19 June 1995 by reason of completion of required active service, and that his primary specialty was 92Y10. 7. A statement, dated 4 July 1995, by the Chief, Reserve Component Pay Support Office, Fort Gillem, Georgia, indicates, in effect, that MOS 92Y was an invalid MOS for a bonus. 8. Orders, dated 25 February 1996, indicate that the applicant was transferred from his USAR unit in Athens to the USAR Control Group (Annual Training (AT)), USAR Personnel Center (ARPERCEN), St. Louis, Missouri, effective 25 February 1996 for unsatisfactory participation. 9. The Office of the Chief, Army Reserve, in a comment to the Board, advised that the applicant enlisted on 23 November 1994 for 8 years in MOS 92Y; that, at the time of his enlistment, his MOS was not an eligible skill for the USAR Fiscal Year 1995 SRIP effective 1 October 1994; and that his application states all Tier 1A-level units and MOSs were eligible for the bonus as of 1 December 1994, however, this date was after his reenlistment (sic) date. In effect, denial of his application was recommended. 10. Army Regulation 135-7, at chapter 2, provides the policy and guidance for the administration of the SRIP Enlistment Bonus. It indicates, in pertinent part, that this incentive offers a cash bonus to an eligible soldier who enlists in the Selected Reserve; that $2,000 is authorized for enlistment in a bonus skill authorized by Headquarters, Department of the Army (HQDA) that is in a bonus unit also authorized by HQDA; and that the enlistment bonus entitlement will stop if the soldier becomes an unsatisfactory participant. CONCLUSIONS: 1. It appears that, due to an administrative error by Department personnel, the applicant, through no fault of his own, was erroneously enlisted in the USAR on 23 November 1994, with the understanding that he was entitled to receive a SRIP Enlistment Bonus of $2,000 for MOS 92Y. 2. The applicant was erroneously enlisted for a bonus MOS since MOS 92Y was not a bonus MOS at the time of his enlistment. 3. The Board notes that all Tier 1A-level units and MOSs were eligible for the bonus as of 1 December 1994, which was after the applicant’s enlistment date; and that the applicant’s entitlement to the SRIP Enlistment Bonus terminated on 25 February 1996, the date that he was transferred from his USAR unit to the USAR Control Group (AT), ARPERCEN, for unsatisfactory participation. 4. Since the applicant enlisted in good faith and was awarded MOS 92Y, it would be just and appropriate to correct his records as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected: a. by showing that the individual concerned enlisted in the USAR on 23 November 1994, with entitlement to a SRIP Enlistment Bonus of $2,000 for MOS 92Y, as an exception to policy; and b. by showing that his entitlement to the SRIP Enlistment Bonus terminated on 25 February 1996, the date that he was transferred from his USAR unit to the USAR Control Group (AT), ARPERCEN, for unsatisfactory participation.
