APPLICANT REQUESTS: That his records be corrected to show that his Basic Active Service Date (BASD) is 8 June 1977. APPLICANT STATES: In effect, that he initially entered onto active duty in the Regular Army on 8 June 1977 and it should never change. EVIDENCE OF RECORD: The applicant's military records show: During the period 5 June 1977-9 September 1983 (6 years, 3 months and 5 days), the applicant served in the Regular Army (RA), as a Medical Service Corps officer. On 27 June 1983, his unqualified resignation was approved, effective 9 September 1983, for the purpose of attending the US Army Health Professions Scholarship Program (USAHPSP). During the period 10 September 1983-31 May 1987, the applicant attended the USAHPSP. On 1 June 1987, he was commissioned in the Army Reserve. On 8 June 1987, he reentered active duty. On 11 February 1997, the Commander, US Total Army Personnel Command, opined (COPY ATTACHED) that the applicant’s BASD is 3 March 1981 and BPED is 26 February 1981. Department of Defense Military Pay and Allowances Entitlements Manual, indicates, in pertinent part, that the method of computation of the BASD is to subtract the beginning date from the ending date of prior service and subtract from the new entry date. DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, and advisory opinion, it is concluded: 1. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy the aforementioned requirement. 2. The applicant’s BASD correctly computes as 3 March 1981 and BPED as 26 February 1981. 3. In view of the foregoing, there is no basis for granting the applicant’s request. DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
