APPLICANT REQUESTS:  That his DD Form 214, Release or Discharge from Active Duty, be corrected to reflect that he was awarded the Kuwait Liberation Medal (KLM), the Combat Medical Badge and the Army Commendation Medal (ARCOM).  In support of his request he provides a copy of orders from the 24th Infantry Division awarding him the Combat Medical Badge.

APPLICANT STATES:  That at the time of his discharge these awards had not been processed and, therefore, were not reflected on his DD Form 214.

EVIDENCE OF RECORD:  The applicant's military records show:

He entered active duty on 27 February 1989 and after training as a medical specialist served 2 months and 14 days in Southwest Asia in support of Operation Desert Shield/Storm.  He was honorably discharged on 12 July 1991.

On 29 October 1992 the Commander, US Army Reserve Personnel Center (ARPERCEN) corrected the applicant’s DD Form 214 to show that he was awarded the KLM.  DD Form 215, Correction of DD Form 214, was issued on that date to reflect the correction.

His record contains no evidence that he was either recommended for or awarded an ARCOM during his service.

Army Regulation 600-8-22, Military Awards, provides, in pertinent part, that the Army Commendation Medal is awarded to any member of the Armed Forces of the United States, while serving in any capacity with the Army, who distinguishes himself by heroism, meritorious achievement or meritorious service.  The award may be made to any individual recommended for the award.

DISCUSSION:  Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1.  The applicant’s request for the KLM was administratively granted by the ARPERCEN.

2.  There is no evidence in the record and the applicant has provided no evidence to indicate that he was awarded the ARCOM.

3.  In view of the foregoing, there appears to be no basis for granting the applicant’s request.

DETERMINATION:  The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

NOTE:  The copy of orders awarding him the Combat Medical Badge appears to be authentic proof of the award.  Accordingly, the ARPERCEN will be requested to correct his records to show he was awarded the Combat Medical Badge.
