2. The applicant requests correction of his military records to reflect entitlement to the Kuwait Liberation Medal and award of and Army Commendation Medal and two Army Achievement Medals. 3. Records available to the Board indicate the applicant entered active duty on 31 October 1988. While assigned to Fort Campbell, Kentucky he deployed with his unit to Southwest Asia on 15 September 1990. He remained in Southwest Asia until 10 April 1991 when he returned to Fort Campbell and on 27 January 1992 was released from active duty under the voluntary early transition program. 4. The Kuwait Liberation Medal(SA) awarded by the Kingdom of Saudi Arabia was approved on 3 January 1992 and is awarded to those members who participated in the Persian Gulf War from 17 January to 28 February 1991. The Secretary of Defense accepted an offer by the Government of Kuwait to award the Kuwait Liberation Medal(K) to members of the Armed Forces of the United States who participated in operation Desert Shield and Operation Desert Storm between 2 August 1990 and 31 August 1993. 5. The Army Commendation Medal and Army Achievement Medal are considered individual decoration which require a recommendation, approval through the chain of command and confirmation in published orders. There is no evidence, and the applicant has not provided any, which confirms he was ever recommended for, or awarded, the Army Commendation Medal or any Army Achievement Medals. Attempts to secure such documents from the applicant were unsuccessful. CONCLUSIONS: 1. The evidence confirms the applicant served in Southwest Asia between September 1990 and April 1991 and as such is entitled to the Kuwait Liberation Medal(SA) awarded by the Kingdom of Saudi Arabia and the Kuwait Liberation Medal(K) awarded by the Government of Kuwait. 2. There is no evidence to support the applicant’s request for award of the Army Commendation Medal or any Army Achievement Medals. 3. In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below. RECOMMENDATION: 1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned is entitled to the Kuwait Liberation Medal(SA) awarded by the Kingdom of Saudi Arabia and the Kuwait Liberation Medal(K) awarded by the Government of Kuwait. 2.
