APPLICANT REQUESTS: Reconsideration of his request for upgrade of his undesirable discharge, which was denied by this Board on 1 November 1995. APPLICANT STATES: As in his original request, that, he should have been treated for Post Traumatic Stress Disorder, instead, he was discharged. EVIDENCE OF RECORD: Incorporated herein by reference are military records which are summarized in a memorandum presented before this Board on 1 November 1995. On 4 October 1995, the Office of The Surgeon General opined (COPY ATTACHED) that there are no medical records to substantiate the applicant’s claim of PTSD and that his claim should be denied. The applicant has not furnished any new material evidence, but merely a rewrite of his original statement. DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded: 1. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy the aforementioned requirement. 2. The applicant has not furnished any documentary evidence which would support a determination that he had PTSD, nor do his records so indicate. 3. In view of the foregoing, there is no basis for granting the applicants request. DETERMINATION: The original decision by this Board is reaffirmed.
