RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-03341 COUNSEL: NONE HEARING DESIRED: NO ____________________________________________________________ APPLICANT REQUESTS THAT: His Fitness Assessments (FAs), dated 27 March and 22 May 2012, be removed from the Air Force Fitness Management System (AFFMS). ____________________________________________________________ APPLICANT CONTENDS THAT: His diagnosed medical condition of syncope precluded him from achieving passing fitness scores. The applicant’s complete submission, with attachments, is at Exhibit A. ___________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of master sergeant (E-7). The applicant suffers from a documented medical condition called near syncope1. During mid-December 2011 through 6 June 2012, the applicant was cleared to participate in the one mile walk component of the FA. In February 2012, he was medically cleared to participate in all components of the FA. 1 Fainting/temporary loss of consciousness, The Journal of the American Medical Association, 8 Sep 04, Vol 292, No. 10 On 27 March 2012, the applicant participated in a FA, attaining a composite score of 62.80, which constituted an unsatisfactory assessment. On 22 May 2012, the applicant participated in a FA, attaining a composite score of 38.80, which constituted an unsatisfactory assessment. ____________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends the applicant’s record be corrected to reflect he was exempt from the cardio component of his 30 March 2012 and 22 May 2012 FAs, which would result in him attaining passing scores for both FAs. According to the documentation provided by the applicant, he was diagnosed with syncope subsequent to these FAs and said condition precluded him from attaining a passing score in either assessment. A complete copy of the AFPC/DPSIM evaluation is at Exhibit C. ____________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 October 2012 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ____________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial-relief. The applicant contends that his subsequent diagnosis of syncope prevented him from attaining passing scores during his 27 March 2012 and 22 May 2012 Fitness Assessments (FAs). After a thorough review of the evidence of record and the applicant’s complete submission, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) indicating the applicant’s records should be corrected to reflect he was exempt from the cardio components of the contested FAs, which will result in him attaining passing scores for each FA. We note the advisory opinion provided erroneously refers to a 30 March 2012 FA, but have since been advised they were referring to the contested 27 March 2012 FA. While we note the applicant is requesting that both FA scores be declared void and removed from his records, we believe the remedy recommended by the Air Force OPR represents full and fitting relief in this case. Accordingly, we recommend the applicant’s record be corrected to the extent indicated below. ____________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that he was exempt from the cardio component of his 27 March 2012 and 22 May 2012 Fitness Assessments (FA), resulting in him attaining overall passing scores satisfactory and excellent, respectively. ___________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2012-03341 in Executive Session on 21 March 2013, under the provisions of AFI 36-2603: Panel Chair Member Member All members voted to correct the records as recommended.
