RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02934 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His Reentry (RE) code of 2C (Involuntary separation with Honorable discharge) be changed to a code that will allow him to enlist in the United States Marine Corps. ________________________________________________________________ APPLICANT CONTENDS THAT: The applicant makes no contentions to support his request. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant’s military personnel records indicate he enlisted in the Regular Air Force on 29 Mar 11. On 17 Oct 11, the applicant was notified by his commander of his intent to recommend his discharge from the Air Force for unsatisfactory duty performance. The specific reason for the action was that he failed to make satisfactory progress in the UH-60 Helicopter Repairer course. On 17 Oct 11, the applicant acknowledged receipt of the action and elected not to submit a statement in his behalf. On 1 Nov 11, the applicant was furnished an honorable discharge for unsatisfactory duty performance, issued an RE code of 2C, and was credited with seven months and three days of total active service. The remaining relevant facts pertaining to this application are described in the letter prepared by the Air Force office of primary responsibility (OPR) which is attached at Exhibit C. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSOA recommends denial, indicating there is no evidence of an error or injustice. The applicant was eliminated from the UH-60 Helicopter Repairer (ITRO) course for failing the Block 4, Unit 4 test, with a score of 67 percent and twice failing the Block 7, Unit 2 test, with scores of 70 and 43 percent, respectively. His discharge record reflects he was counseled and afforded an opportunity to overcome his academic deficiencies. The contested code is required in accordance with AFI 36-2606, Reenlistment in the USAF, based on his involuntary honorable discharge. A complete copy of the AFPC/DPSOA evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 3 Aug 12 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
