RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBERS: BC-2011-02065 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: He be awarded the Presidential Unit Citation (PUC). _________________________________________________________________ APPLICANT CONTENDS THAT: While assigned to the 463rd Field Maintenance Squadron, he was attached to the 834th Air Division, Detachment 1, to provide C- 130 maintenance support from 8 February 1968 to 1 March 1968 and 6 May 1968 to 12 June 1968. The 834th Air Division, Detachment 1, was awarded the PUC for the period 21 January 1968 to 12 May 1968. In support of his appeal, the applicant provides copies of temporary duty (TDY) orders, a news article, and TDY certification documents. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force, who served on active duty from 18 November 1954 to 30 November 1974. He was progressively promoted to the grade of technical sergeant (E-6) with a date of rank of 1 November 1972. The applicant served on TDY to Tan Son Nhut Air Base, Vietnam, from 8 February 1968 to 1 March 1968, 6 May 1968 to 12 June 1968, and 13 October 1968 to 8 December 1968. His DD Form 214, Report of Separation from Active Duty, reflects he was released from active duty effective 30 November 1974 and retired effective 1 December 1974 after serving 20 years and 13 days on active duty. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDRA recommends denial. DPSIDRA states the PUC is awarded to units of the armed forces of the United States and cobelligerent nations, for extraordinary heroism in action against an armed enemy on or after 7 December 1941. The unit must display such gallantry, determination, and espirt de corps in accomplishing its mission as to set it apart from the other units participating in the same campaign. The degree of heroism required is the same that which would warrant award of the Distinguished Service Cross to an individual. An individual assigned or permanently attached to, and also present for duty with, a unit in the action for which the PUC is awarded may wear the emblem as a permanent part of their uniform. DPSIDRA indicates that after a review of the applicant’s master personnel records and documentation submitted, it appears he served with the 463rd Field Maintenance Squadron while TDY to Tan Son Nhut Air Base, Vietnam. After a thorough review of Air Force Pamphlet 900-2, Volumes I-IV, they were unable to verify the 463rd Field Maintenance Squadron received award of the PUC. However, they were able to verify the 834th Air Division, Detachment 1, received award of the PUC with an award inclusive period of 21 January 1968 to 12 May 1968; however, they were unable to locate official documentation verifying the applicant was directly assigned to this unit. The complete DPSIDR evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 22 July 2011 for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
