RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2009-00670 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: Her narrative reason for separation, Personality Disorder, be changed to reflect depression. _________________________________________________________________ APPLICANT CONTENDS THAT: Her narrative reason for separation is unjust because she was in a state of severe depression due to the conditions of basic military training (BMT). In support of her request, the applicant provides a DD Form 293, Application for the Review of Discharge or Dismissal from the Armed Forces of the United States and a copy of her DD Form 214, Certificate of Release or Discharge from Active Duty. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: Examiner’s Note: The applicant’s DD Form 214 reflect she was separated due to a Personality Disorder; however, the discharge package was missing from in the military personnel record. The applicant enlisted in the Regular Air Force on 20 May 2008 in the grade of airman basic. On 18 June 2008, the applicant was discharged with an uncharacterized entry-level separation. She served one month on active duty. She received a separation code of JFX (Personality Disorder) and a reentry (RE) code of 2C (Involuntarily separated with an honorable discharge; or entry-level separation without characterization of service). _________________________________________________________________ AIR FORCE EVALUATION: The AFBCMR Medical Consultant recommends denial of the applicant’s request to change her narrative reason for separation to depression; however, he recommends changing the narrative reason to Adjustment Disorder with the applicable separation code. The AFBCMR Medical Consultant has confirmed, through direct contact with one of the applicant’s caregivers, that her actual clinical diagnosis was an Adjustment Disorder and not Personality Disorder. The AFBCMR Medical Consultant acknowledges that an Adjustment Disorder, by its nature, is diagnostic of a maladaptive pattern of behavior in response to a given stressor or set of stressors; and that after removal from or resolution of the stressor, full recovery is often realized. Although not requested by the applicant, absent evidence of resolution of her Adjustment Disorder or evidence of an unlikelihood of its recurrence, the AFBCMR Medical Consultant recommends no change in the RE code. The AFBCMR Medical Consultant’s complete evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 29 January 2010, a copy of the AFBCMR Medical Consultant’s evaluation was forwarded to the applicant for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After a thorough review of the evidence of record and the applicant’s submission, we believe that the requested relief is not warranted and the applicant has not provided any evidence which would lead us to believe otherwise. However, as noted by the AFBCMR Medical Consultant, through direct contact with one of the applicant’s caregivers, the applicant was diagnosed with an adjustment disorder. In view of this, and to preclude any further injustice to the applicant, we recommend the narrative reason for her separation and the corresponding separation code be changed to reflect “Adjustment Disorder.” _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that she was discharged on 18 June 2008 with a narrative reason for separation of "Adjustment Disorder" rather than "Personality Disorder," and a separation code of "JFY" rather than "JFX." _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2009-00670 in Executive Session on 11 March 2010, under the provisions of AFI 36-2603: , Panel Chair , Member , Member The following documentary evidence pertaining to AFBCMR Docket Number BC-2009-00670 was considered: Exhibit A.
